Does a 4-year BS count as 16 years of education?

Is a 2-year Associate degree enough for a German Master's?
HEC treats a 2-year Associate degree (60-66 credit hours) as 14 years of education, and anabin rates it only as conditionally comparable to a 3-year bachelor.
Is BBS equal to 16 years of education?
HEC's Degree Equivalence FAQ answers yes: BBS is equivalent to the old MBA involving 16 years of schooling. HEC decides equivalence case by case on application.
